The complex includes a function room, tiered covered grandstand, change rooms, amenities, and a canteen. Located on River Street, Dubbo, it serves as the home for the Dubbo Cycle Club and hosts events like the NSW Junior Track Championships annually. The facility operates from 6 am to 8 pm during daylight savings and 6 am to 6 pm outside of daylight savings.
