Designed by architect Thomas Tandy, the hall features Neo-Romanesque architecture with a symmetrical façade, arched entry, semi-circular window, and pediment above. Originally serving as a parish hall and Sunday school for Chalmers Church, it now houses the Aboriginal Elders Council of Tasmania. The building includes two large social rooms and a kitchen, providing a welcoming space for community activities.
