Established in 1926, the group provides water-based activities such as sailing, rowing, and kayaking, alongside traditional land scouting activities like hiking, camping, and pioneering. The group comprises Joey Scouts, Cub Scouts, Scouts, Venturer Scouts, and the Port Phillip Sea Rover Crew. Their distinctive black scarf with red and green tapes symbolizes the port, starboard, and the dangers of the sea. The Scout Hall and boat shed, built in the 1940s, are located on the edge of Port Phillip Bay in Williamstown.
