Originally the Semaphore Institute and later the Semaphore Town Hall, it was transformed into a cinema in 1929. After extensive restoration, it reopened as a library in 1994. The library offers a range of services, including public computers with internet access, printing facilities, and a virtual library with various online resources. Community meeting rooms are available for hire, and the library provides basic computer and internet training. It is wheelchair accessible and offers accessible parking and toilets. Operating hours are Monday to Wednesday and Friday from 9 am to 6 pm, Thursday from 9 am to 7 pm, Saturday from 10 am to 2 pm, and Sunday from 1 pm to 4 pm.
