Unveiled on December 27, 1986, the memorial features a flagstaff erected by the Scouts and Guides of Flagstaff Hill, with support from the Happy Valley Council. The back inscription honors Colonel William Light, Surveyor General of South Australia, who in 1837 established a 20-foot flagstaff approximately 100 meters east of this site, serving as a trig point during his survey of Adelaide.
